- WIA outcome measures are delayed 9 or more months
- Payment structures based on WIA outcomes will cause unnecessary delays in
payment or make linking payment to performance impossible
- Most real-time measures are outputs or process measures (intermediate outcomes)
- Intermediate outcomes, however, must reflect future outcomes
