Is CSRS income includable?

Q: One of our sub-grantees has a participant that we received from another program. During a recert, the participant presented annuity income from the Civil Service Retirement System (CSRS), in particular the Civil Service Retirement and Disability Fund. My question is whether this disability income is to be included or excluded? Having looked through the regulations, I was unable to find a specific mention about CSRS income.

A: All disability payments are excludale under TEGL 12-06. Whether a retirement payment is includable as a pension or excludale as a disability payment depends upon the nature of the payment. The grantee will often need documentation from the employer before making a determination. See Topic 45 of the Participant Form Guide in the Data Collection Handbook. CRSR provides both retirement annuities and disability annuities to federal employees: opm.gov/retirement-services/csrs-information/types-of-retirement/. You will need to determine which type of annuity the participant is receiving.
