A: Grantees fail to do required follow-up on the outcome measures for a variety of reasons, including the awkwardness of the relationship with the participant. That does not provide a basis for excluding for-cause exits from the calculation of the measure. This new measure works like all the others: If you do not do the follow-up, it will count as a failure. Fortunately, the number of for-cause exits is small so this should not have have a significant impact on performance.
